A). The Annual AKPA Meeting in Columbus, OH, on April 18.

The Annual AKPA meeting will take place in Columbus, OH, on April 18

at 6:30pm, during the week of the APS/AAPT Annual Meeting, in the banquet

room of Jing Chuan Chinese Restaurant. We would like to encourage you to

attend our annual meeting. The AKPA Annual Meeting will have an agenda of usual

reports of AKPA Business Affairs followed by a Dinner and an Academic Session.

The Academic Session Program includes 3 talks by the winner and Honorable

Mentions of the 1998 AKPA Outstanding Young Researcher Award (OYRA).

We announced the winner and Honorable Mentions at the APS March Meeting

in LA at the Forum of International Physics (FIP) Session, Physics without

Borders, of the APS (see the item B below). The Annual AKPA meeting in April

is traditionally the place where we hear on their world-class achievements

by the OYRA recipients: Piljin Yi, Chang-Hwan Lee, and Jeong-Sun Moon will

present the most important contributions of their research at the level of a

general physics colloquium. The program include also a few talks by other

distinguished AKPA members including Sanghyeon Chang who is serving as the

E-Link Secretary of the Association. Short summaries of their talks can be

The preliminary agenda of the Annual AKPA Meeting at the Restaurant Jing Chuan

on April 18 is as following:

Informal reception: 6:30Pm

Dinner: 7:00pm

Business Meeting: 8:00 - 8:30pm

Academic Session: 8:30 - 10:00pm

The final program and further details of the annual meeting and dinner will

be posted on the AKPA homepage (http://www.akpa.org) as they becomes available.

Also we advise you to look for the AKPA announcement that will be posted in the

bulletin board area of the APS/AAPT meeting. The dinner cost will be about $20

per person. We expect that a number of other Korean colleagues in science and

engineering residing in Ohio will join us too. We will look forward to seeing

you in Columbus.

B). The 1998 AKPA OYRA.

The 1998 AKPA OYRA was announced and the Award ceremony took place at the FIP

Session, Physics Without Borders, of the APS March Meeting in Los Angeles, CA,

on March 16, 1998. The 1998 AKPA OYRA is given to:

Piljin Yi, Newman Lab of Nuclear Studies in Cornell University,

for his outstanding achievements in theoretical high energy physics of

Superstrings and Quantum Gravity. A graduate of SNU in Physics in 1987

with the Prime Minister Award, he completed his Ph.D. in 1994 at Caltech

followed by three years at Columbia University as a Research Associate.

In addition, the Award Committee (consisted of seven distinguished physicists

as listed in Item E below) recommended to recognize the the following four

as "Honorable Mention":

Chang-Hwan Lee, Physics Dept, SUNY at Stony Brook, NY, for his outstanding

contribution to the astroparticle physics;

Seung-Hun Lee, Center for Neutron Research, NIST, Gaithersburg, MD, for his

outstanding contribution to the experimental condensed matter physics by

using neutron scattering to study unusual magnets and superconductors;

Jeong-Sun Moon, Sandia National Laboratories, Albuquerque, NM, for his

outstanding contribution to the experimental solid state physics by studying

the quantum electron and optoelectric devices;

Jaemo Park, Institute for Advanced Study, Princeton, NJ, for his

outstanding contribution to the mathematical physics of string theory.

Let us congratulate these outstanding young Korean physicists and wish them

our best for the further success, as their achievements are noticed and

honored by the AKPA community. As you know, the AKPA OYRA application

is limited to those young ethnic Korean physicists within 5 years of

their Ph.D. age but has made already a world-class achievement, reputation

and promise in their fields of specialty.

C). The AKPA Election Under Way.

We would like to draw your attention to the AKPA election which is under way.

This year the AKPA Election Committee (Chueng R. Ji, Sung-Kwun Lyo, Soo-Bong

Kim and President-elect Yung Kee Yeo as the Chairperson) nominated two

outstanding candidates for the AKPA President in '99-'00: Jin-Joo Song

and Hoydoo Yu. Ballot papers and copies of the candidates's brief resumes

(see the March AKPA News Bulletin, http://www.AKPA.org/aknews0398.html) were

distributed by mail to all eligible AKPA regular members as of March 16, 1998.

The collected ballots will be opened and tabulated on April 18, in time for

the AKPA annual meeting, in the presence of the AKPA Auditor, Staffs and other

authorized AKPA members who will be attending the Annual AKPA meeting in

Columbus, OH. We would like to encourage all AKPA members to exercise their

rights and participate in the election, in case they have not done so yet.

D). The New Linkages to KPS and Other Korean Sites through the AKPA Homepage.

Recently AKPA homepage (http://www.AKPA.org/) has been updated for a better

exposure of the AKPA to the world and for a broader access to the outside

Korean physics community. The officially AKPA Charters just amended and

approved are available under the section of "1. Introduction of AKPA" in the

homepage both in html and postscript format. As noted already, under the

section of "5. AKPA Annual Meeting", summaries of the invited talks at the

Annual AKPA Meeting in Columbus, OH, on April 18 can also be found.

In addition, "Korean Physics Sites" in the Sec. 6 is fortified

by including the web pages of the Korean Physics Community such as the KPS

(Korean Physics Society), the KSEA (Korean-American Scientists and Engineers

Association), and KUSCO (The Korea-U.S. Science Cooperation Center), as well

as the web site ICPR of the SNU Physics Department. With these access to the

Korean sites, virtually all Korea physics related sites are now readily at

your service. Please, visit our homepage (http://www.akpa.org) and enjoy this

new feature of our homepage. The AKPA homepage can now be seen on the KPS

homepage with even the blinking AKPA logo page.

E). The AKPA Standing Committees.

According to the recently approved AKPA charters and by-laws, it is required

for the AKPA to form four Standing Committees, i.e., Editorial and E-link

Committees besides the Election and Award Committees. The Election Committee

is appointed yearly by the President with the President-elect serving as the

Chairperson and the Secretary General as the Committee Secretary. The other

three Committees are consisted of 6 members each for a term of three years.

The current members of the Award Committee are:

Yoon-Soo Park, Yong-Ki Kim, Weonjong Lee (Secretary), (class of '98);

William T. Chu, Benedict Y. Oh, (class of '99);

Kiuck Lee (Chairperson), Chueng Ryong Ji, (class of '00).

Two new members with a 3-year term will be needed to replace the outgoing

members as defined by Article 18 of the by-laws. The Editorial and E-Link

Committees are under completion and will be announced on the AKPA homepage

soon as they will get completed. Those AKPA members who wish to serve on the

Standing Committees, in particular on the Editorial or E-link Committees,

F). New APS Fellow Wonchull Park and the Informal AKPA Dinner Meeting in L.A.

1. We hear that Wonchull Park of Princeton Plasma Physics Laboratory was

elected as a Fellow of the APS by the APS Council in 1997.

2. The 1998 AKPA OYRA ceremony was officiated by Kyungsik Kang on behalf of the

Association with the assistance of two Award Committee members, Kiuck Lee

and Yoon-Soo Park in the FIP Session, Physics without Borders, of APS, on

March 16, 1998 in Los Angeles. The FIP session was organized with joint

efforts of AKPA, OCPA and ACIPA, as reported in the March News Bulletin

and co-chaired by the representatives of the three organizations. Jong-Jean

Kim of KAIST was an invited speaker of the Session representing Korea.

3. An informal AKPA dinner took place at the Dragon Palace following the FIP

session on March 16 at 6:30pm for the AKPA and KPS members. Among those

who attended the dinner were the 1998 OYRA winner and Honorable Mention,

Piljin Yi and Chang-Hwan Lee, four KPS members including Jong-Jean Kim and

Jong-Chun Woo, the KSEA Southern CA Chapter President Hwang Chung and

the Education Attache Jung Keun Hahn of the Korean Consulate General of

Los Angeles, besides many active AKPA members including Kiuck Lee,

Yoon-Soo Park, Young-Wook Kim, Sang Boo Nam, Yung Kee Yeo, Sung Kwun Lyo,

Jin Joo Song and Kyungsik Kang. One of the heart-warming and proud moments

of the evening was the reminiscence by Kiuck Lee, the first President of the

U.S. Chapter of the KPS which preceeded the founding of AKPA, on the state

of Korean Physics in the '40s after the Independence and on the Korean

attendance in the APS meetings in the '50s.

A) Election Result.

We are pleased to announce that Professor Jin-Joo Song of the Oklahoma

State University has been elected by the Association as the 21st President

of the AKPA. On behalf of the AKPA, we would like to extend our warm

congratulations and best wishes to her. We look forward to her contributions

to the Association and expect that she will bring yet another level of advance

and success to the Association. Her term will be for the one year of May 1,

1999 - April 30, 2000 and she will serve as ex-officio Vice President of

Dr. Yung Kee Yeo during May 1, 1998 - April 30, 1999.

Professor Song ('74 Ph.D., Yale University) is a Regents Professor of Physics

and a Noble Professor of Photonics at Oklahoma State University . She is also

an OSU program director of the NSF-funded ``Center for Laser and Photonic and

Electronic Materials and Devices''. Prof. Song is active in the area of laser

physics with an emphasis on laser interaction with condensed matter, nonlinear

optics, femto/picosecond phenomena, and photonic/opto-electronic materials

and devices. She has over 130 journal papers and served as a journal referee

of APS, AIP, OSA and others. She has attracted over \$14M external funding

since 1990 from federal, state and private agencies and organizations including

NSF, DARPA, BMDO and AFOSR.

The ballots were opened and tabulated on April 18, in time for the AKPA Annual

Meeting (see Item B) below), in the presence of the AKPA Auditor Seung-chan

Ahn, by Yung Kee Yeo and Sanghyeon Chang. This year's Election Committee

members were Chueng R. Ji, Sung-Kwun Lyo, Weonjong Lee (for Soo-Bong Kim) and

President-elect Yung Kee Yeo as the Chairperson.

B) AKPA Annual Meeting in Columbus, OH

The Annual AKPA Meeting took place at Jing Chuan Restaurant in Columbus, OH,

on April 18 at 6:30pm, during the week of the APS/AAPT Annual Meeting.

The agenda of the annual meeting after the informal introduction and dinner

included the business reports at 8:00pm followed by the Academic session

at 8:30pm.

The Business Session started with brief Greetings from the President and

President-elect followed by the introduction of the VIPs that included

Dr. In-Kap Choi, of Chemical Abstracts Service and Vice-President of KSEA

and Dr. June Key Lee, Professor of Engineering Mechanics, Ohio State

University

and a Councillor of KSEA, and the Association members who were present

at the meeting. Auditor Ahn made a brief report on the state of the

Association, whereby commending the healthy management and achievements

by the AKPA President and Staff Officers during last one year. Dr. Yung Kee

Yeo reported the election result (see Item A) above) of the 21st President

on behalf of the Election Committee. The final item of the business session

was the Report from the President which included:

1. The AKPA Homepage as the gate to the outside world;

2. 1998 OYRA winner and Honorable Mentions;

3. Amended Charters that got approved by the Association;

4. Membership dues and donations; and

5. other items such as (a). the possibility of expanding the OYRA into two

areas,

i.e., (I). Nuclear, Particle and Mathematical Physics, and

(II). Condensed Matter and Applied Physics

(b). submission of articles to the KPS journals through the overseas

editors,

K. Kang (Mathematical, Particle and Nuclear Physic); Yong-Ki Kim (Atomic,

Molecular and Optical Physics), and Y.W. Kim (Condensed Matter Physics and

Others).

The Academic Session Program included 3 talks by the winner and Honorable

Mentions of the 1998 AKPA Outstanding Young Researcher Award (OYRA):

Piljin Yi, Chang-Hwan Lee, and Jeong-Sun Moon, and Sanghyeon Chang,

the E-Link Secretary of the Association. Short summaries of their talks

We announced the 1998 AKPA OYRA winner and Honorable Mentions at the APS

C) AKPA Standing Committees.

There are four standing committees in the AKPA as defined in the Association

By-laws that have been amended and officially approved in January 1998

as reported in the AKPA News of Mar./98 (see www.AKPA.org/aknews.html):

Election Committee, Award Committee, Editorial Committee, and E-link Committee.

The Election Committee is yearly and is formed by 2 or 3 regular members

appointed by the President in consultation with the President-elect

with the President-elect as the Chairperson and the Secretary General

serving as the Secretary of the Committee. The Election Committee

during the year 1997 - 1998 was composed of:

Yung Kee Yeo (Chairperson), Sung-Kwun Lyo,

Chueng Ryong Ji, Soo-Bong Kim (Secretary).

The primary function of the Election Committee is to recommend the candidates

of the next President and Auditor to the President in time so that the election

can be completed by the end of March every year.

The Award Committee will have two new members appointed each year

by the President for a term of three years. The Committee Chair will be

appointed by the President from the members and the Secretary General will

serve as the Secretary of the Committee. The Award Committee members

during 1997-98 are:

Yoon-Soo Park, Yong-Ki Kim, Weonjong Lee (Secretary), (class of '98);

William T. Chu, Benedict Y. Oh, (class of '99); and

Kiuck Lee (Chairperson), Chueng Ryong Ji, (class of '00).

The following are the Editorial Committee and E-link Committee members newly

formed by the President in consultation with the President-elect:

Editorial Committee:

Ki-hyon Kim (Chairperson), Quiesup Kim, (class of '00);

Saeyoung Ahn, Soo-Ung Kim, (class of '99).

Two new members will be added by Dr. Yeo in 1998-99 for a term of three years,

i.e., for May 1, 1998 - April 30, 2001. The Editorial Secretary will serve

as the Secretary for the Committee.

E-Link Committee:

Saeyoung Ahn (Chairperson), Yoon-Soo Park, (class of '00);

Benedict Y. Oh, Weonjong Lee, (class of '99).

Two new members will be added by Dr. Yeo in 1998-99 for a term of three years

till April 30, 2001. The E-link Secretary will serve as the Secretary of the

Committee.

D) We hear that:

1. Dr. Kwang Je Kim, who was Senior Scientist and Deputy Director of

the Center for Beam Physics at the Lawrence Berkeley Lab, has taken up

the positions of Distinguished Scientist at the Argonne National Laboratory

at APS and also as a Professor of Physics at the University of Chicago

as of April 1998.

2. Samsung Advanced Institute of Technology has Two Research Staff Positions

that are immediately available for the experimental scientists.

Expertise (a Ph.D. is required) in one of the following topics is essential:

Mesoscopic Physics

Semiconductor Physics

Device Physics

Nano Electronics.

E) Erratum.

In the section F), item 3. of the AKPA News Bulletin issued as of April 10,

1998, "the first AKPA President" should be changed to "the first President

of the U.S. Chapter of the KPS". The corrected version is posted as AKPA

F) Acknowledgments.

The final Treasury Report as well as new 1998 Membership Directory will soon

be posted in the AKPA homepage. We are happy that we will be able to hand over

a healthy AKPA to the next team.

The AKPA Staff Officers would like to thank all those senior colleagues,

members, and friends who gave us their support and cooperations

during the year 1997-98 and wish our best and good luck to them, as we are

preparing to hand over the AKPA administration to the next team headed

by Dr. Yung Kee Yeo, which will be installed as of May 1, 1998. We wish
