e-mail finds every member of our AKPA family healthy and happy, and we wish all of you have wonderful Thanksgiving!

(1). AKPA Homepage

The AKPA organization has its own homepage, and it can be visited by opening the website "http://www.AKPA.org". The current AKPA homepage is updated by Dr. You of Argonne National Lab. He is also responsible for maintaining and improving the AKPA website during his term as an Editorial Secretary. This AKPA homepage covers introduction of AKPA, AKPA members, AKPA structure, and AKPA Newsletter, etc. along with other useful information such as AKPA membership directory. Recently, we added another section entitled "AKPA Articles" in our AKPA homepage, which will publish worthwhile articles in this section. We wish that this homepage would serve as a useful electronic network for Newsletter, AKPA data base, information exchange, publication of important articles, etc. for our members. We also would like to include as much information as possible about the Korean Physical Society. Please utilize this AKPA homepage as frequently as possible.

(2). Korean Physical Society honored Dr. Yoon Soo Park

Dr. Yoon Soo Park, Program Director at the Office of Naval Research, was honored in commemoration of his 70^th birthday by the Division of Condensed Matter Physics, Korean Physical Society, at the 9^th Seoul International Symposium on the Physics of Semiconductors and Applications, which was held at Korea University on November 6-7, 1998. His friends and colleagues held a reception in his honor in recognition of his scientific achievements and his contributions to the promotion of semiconductor physics and technology in Korea. A 600-page book containing a collection of his publications was presented to him.

At the Office of Naval Research (ONR) he is responsible for initiating, planning, directing and coordinating broad basic and applied research and exploratory and advanced development projects in the areas of electronic and optoelectronic devices and materials and optical sensors. In addition to ONR-funded research programs, he manages large research programs funded by the Defense Advanced Research Projects Agency (DARPA) and the Ballistic Missile Defense Organization (BMDO).

Prior to coming to ONR in 1987, Dr. Park served as Director of the Air Force Office of Scientific Research Liaison Office in Tokyo from 1983 to 1986, where he was responsible for assessing Japanese progress in science and technology for the Department of Defense. For exceptional performance and contributions, in 1986 he received the Decoration for Air Force Exceptional Civilian Service from the Secretary of the Air Force.

From 1962 to 1983 he was Group Leader at the Air Force Avionics Laboratory and Aerospace Research Laboratory at Wright-Patterson Air Force Base in Dayton, Ohio. As Group Leader he pioneered and developed the research program in ion implantation in compound semiconductors. His efforts have resulted in a variety of electronic and optoelectronic devices by ion implantation. In addition he has made a great contribution to the growth and characterization of compound semiconductors. For his scientific achievements he received Air Force Scientific Achievement Awards in 1971, 1972 and 1973. He has about 150 publications to his credit and holds three patents on electronic devices.

In 1978 he served as a visiting Professor in the Department of Physics, Seoul National University, under the sponsorship of Seoul National University and the U.S. Agency for International Development (AID). From 1980 to 1984, he served as a consultant for the United Nations Industrial Development Organization (UNIDO) to provide consultation on research in the area of III-V compound semiconductors at the Korean Advanced Institute of Science and Technology.

He taught at the University of Dayton and in 1981 was appointed as an Adjunct Professor of Physics at Marquette University and in 1982 as Adjunct Professor of Physics at Wright State University. He has been seving as an Adjunct Professor of Electrical Engineering at George Mason University since 1990.

He is a Fellow of the American Physical Society and the Korean Physical Society and a senior member of the Institute of Electrical Electronics Engineers (IEEE). He is a founding member of the North American GaAs Symposium and is serving as Chairs of numerous professional society conferences and in the Technical Program Committees . He is also a member of the International Advisory Board of the International Symposium of Compound Semiconductors and the International Symposium of II-VI Compound Semiconductors. He was Conference Chairman of the 22^nd International Symposium of Compound Semiconductors which was held in 1995 in Cheju Island, Korea and served as an overseas editor of the Journal of the Korean Physical Society. He served as editor of the Academic Press series on semiconductors and semimetals.

He is currently serving as Chairman of the Executive Committee of the Korea-U.S. Science Cooperation Center. On April 21, 1997, Science Day of the Republic of Korea, he was decorated with the National Medal of Honor, Moran, by the President of Korea, for his contribution to the advancement of Science and Technology in Korea.

He attended Seoul National University and received his Bachelor of Science in Physics in 1952. He was awarded his Masters in Physics in 1955 from the University of Alberta, Canada, and his Ph.D. from the University of Cincinnati in 1963. In 1968/69 he pursued post-doctoral studies at the Technical University of Berlin, serving concurrently as Guest Lecturer.

Dr. Park was born on the fourth of July in 1929 in Raichun, Korea. Married November 26, 1960, he and his wife, Dju Hyun, have three children, Jeannie, Associate Managing Editor of Entertainment Weekly, Time Inc., Mimi, former Art Director in Special Projects of Life, Time, Inc. and President of Park Design Inc., and Lisa, Senior Buyer of Barney New York.

Dr. Park has served as the 4^th AKPA president during the period of 1982-83, and has been a very faithful member of AKPA and condensed matter physicist group.

(3). Congratulations to Dr. Han, 1998 Global Korea Award

The 1998 Global Korea Award was presented to three individuals including Dr. Moo-Young Han of Duke University at a ceremony held on October 3, 1998 at the University Center of the Michigan State University. The Global Korea Award was established in 1995, and is given annually by the Council of Korean Studies at the Michigan State University. The purpose of the award is to recognize individuals and organizations, who by their work are quietly and steadily helping to promote global aspirations in Korean society and among its citizens in the world.

Dr. Han has served as the 7^th AKPA president during the period of 1985-86, and has been a very faithful member of AKPA.

(4). Congratulations to Dr. Min, KPS President-elect

Recently, Prof. Suk-Ki Min of School of Electronics & Information Engineering, Korea University-Chochiwon Campus has been elected as the new president of Korean Physical Society (1999-2001). AKPA extends our sincere congratulations to him. Dr. Min was formerly with KIST. He is a renowned experimentalist with many well-known papers with research interests in semiconductor physics and crystal growth. (5). Publication of Articles in AKPA Homepage

AKPA has recently published an article entitled "Kaon Production in Heavy-Ion Collisions and Maximum Mass of Neutron Stars," authored by Chang-Hwan Lee of State University of New York at Stony Brook. He received an honorable mention for the 1998 AKPA Outstanding Young Researchers Awards. You may check out Dr. Lee’s article in the AKPA website under AKPA Articles. It is currently in a form of downloadable postscript file. AKPA would like to publish as many worthwhile articles and as often as possible after properly reviewing each article. (6). The 1999 Outstanding Young Researcher’s Award (OYRA) Announcement

This is a second announcement of solicitation of The 1999 Outstanding Young Researcher’s Award. This announcement can also be found from our AKPA homepage "http://www.AKPA.org" in the section entitled "The 1999 Outstanding Young Researcher’s Award Announcement." The main focus of the AKPA OYRA is to recognize and promote excellence in research by outstanding young ethnic Korean physicists in North America. The qualification for the OYRA is limited to those who received their doctoral degree after January 1, 1994. Candidates are to be nominated by the Chair or Head of the Department where they are employed or by the candidate’s Ph.D. thesis advisor in a letter detailing the importance and impact of the candidate’s work. The official OYRA announcement has already been mailed out to fifty four institutions on 10/10/98. If your institution did not receive the formal invitational letter, please contact Dr. Yeo. You can initiate the nomination process through chairs or heads of the institutions. The award in the amount of $1,000 will be presented at the AKPA annual meeting.

The awardee will be selected by the AKPA Award Committee consisting of Drs.

W.T. Chu, B.Y. Oh, Kiuck Lee (Chair), C.R. Ji, S.K. Lyo, and S.W. Cheong. The deadline for nomination is December 15, 1998 and candidates are required to send their supporting documents (curriculum vitae and three letters of recommendation including the nomination letter from Chair or Head of the Department) by December 31, 1998 to the following address:

(7). Directory Update and Membership Drives

We are in the process of updating our current AKPA member directory. The representative of each institution or organization has already been contacted separately via e-mail to help us in updating each AKPA member’s information in his/her organization. Please help your organization’s representative in this regard. We requested to provide the membership information in a given format. If your computer can handle it the way we requested, it is great. However, if it causes too much trouble for you to follow the instructions, then just provide us the information in a plain text form in a suggested order. You may skip any information you think it is unnecessary, however, we would like extract mailing address information from your provided data for future regular mailing. We, of course, still greatly appreciate whatever information you provide us, and your cooperation will be greatly appreciated. The main idea of using a given data format is not only for a speedy data processing, but also establishing a permanent data handling mechanism in the future years. In addition to updating any changes in currently listed AKPA members, we also try to recruit as many new members as possible into our organization. In particular, new graduate student members and first and second generation members of Korean ethnic background are be welcomed. If you know anybody who is not a current member of AKPA, please encourage him or her to join our organization. AKPA will constantly update the membership directory as we received, and will make it available through AKPA home page.

(8). AKPA Membership Dues and Donations

AKPA maintains its sound operation by the support of good standing members who pay yearly membership dues and generous contributions. AKPA always extends sincere thanks to our faithful AKPA members for their continuous generous support. We understand that all of us are very busy with so many things. We, however, would like to gently remind again our AKPA members to pay their dues and generous contributions. These dues and donations will be used to support various AKPA activities such as the Outstanding Young Researcher Award, regular mailing, E-link and Homepage service, and Elections. Please remember that only due-paying regular members will have the legitimate right to vote on AKPA matters according to the AKPA charter and by-law. The annual membership fee is $25 for a regular member, and additional contributions are voluntary, and would be greatly appreciated. Please also refer to "http://www.AKPA.org/" for more details on membership due and donation payment information. We also would like to remind the graduate students that the student membership fee is free, but the student can become a regular member by paying $25 regular membership fee.

(9). AKPA Annual and APS March Dinner Meetings, and others

(a). AKPA plans to have an annual meeting on Sunday, 3/21/99, and a traditional APS March dinner meeting on Wednesday, 3/24/99. The exact time and places of meetings will be announced as they are determined.

(b). AKPA has been informed by Prof. Ngee-Pong Chang that Dr. David Pines already organized a special session on US-Soviet and US-China relations for the Forum on International Physics (FIP) of APS, and thus, FIP will not be hosting a Physics Without Borders session at the 1999 Atlanta APS meeing.
